yes, it was filmed in romania, since kazakhstan is far more developed, than romania. romania is a bad joke.

once when i was in romania we had to throw candys to the left and right from the car so the romanians would get out of the way.

1 thing is for sure . he filmed in ROMANIA not KAZACHSTAN . all country style is from romania and the movie of borat (the big one - i forgot name) , is filmed in romania , with romanian cars and houses. He even says on that movie "We're christians now" - romanian ..
