Just to prove a point... If someone is from the northern part of England they often DO sound somewhat Scottish. Can't some Welsh people sound English? Can't some Scotsmen sound Irish? If a person isn't from the area he isn't always going to know for sure where exactly a person speaking is from, hence the generic British accent tag. Not everyone is from this part of the world.
