The song is definitely about war but not in that sense. it's about being home and watching two officers walk up to your "porch". "i see them, round the front way, and i know i don't want to stay." "unsealed on a porch a letter sat." the officers leave a note if no one answers. and it's up to the family whether or not they want to read it, or "leave it again."
